Durante il  25° appuntamento dell’International joint conference on artificial intelligence, convegno internazionale sull’intelligenza artificiale tenutosi a Melbourne ad Agosto,  116 scienziati ed esponenti dell’industria informatica mondiale hanno sottoscritto un appello per la messa al bando delle armi letali autonome.

La tecnologia dell’Intelligenza Artificiale” scrivono nella lettera all’ONU “ha raggiunto il punto in cui l’utilizzo sul campo di questi sistemi d’arma sarà tecnicamente possibile, nel volgere di anni, non di decenni”. Le armi letali autonome, scrivono i firmatari, minacciano di essere la terza rivoluzione in campo militare, dopo la polvere da sparo e le bombe nucleari. “Una volta sviluppate, permetteranno ai conflitti di essere combattuti su scala più grande che mai e con tempi più veloci di quanto gli umani possano comprendere: sono armi che tiranni e terroristi potrebbero utilizzare contro popolazioni innocenti e che gli hacker potrebbero riprogrammare per comportarsi in modi indesiderabili. Non abbiamo molto tempo per agire: una volta aperto il vaso di Pandora sarà difficile chiuderlo.

Il genere umano affronta oggi l’ennesima sfida della sua breve storia su questo pianeta, muovendosi nella transizione profonda e graduale da una cultura di dominio fondata su coercizione, proibizione e giudizio ereditata da alcuni millenni di patriarcato e dalle guerre mondiali dello scorso secolo a una visione integrata della natura della realtà.

I cambiamenti climatici e le migrazioni di intere popolazioni sotto gli occhi di tutti non sembrano destare società profondamente gerarchiche fondate sulla proprietà privata e sull’accumulo di beni di consumo. Ma le società non esistono se non come insieme di individui.

Nello stesso periodo storico in cui si studiano le AI, le cosiddette intelligenze artificiali, altri esseri umani indagano e fanno esperienza dell’intelligenza organica, dell’entaglement e della risonanza, modalità di vivere più a pieno l’interezza della natura in noi, integrando il sentire e l’essere, al fare e al pensare.

Mentre una parte del genere umano si rivolge prevalentemente alle macchine e all’artificiale per rincorrere nuovi bisogni che alimenteranno guerre e commercio, altri non smettono di vivere la condivisione, l’ascolto e la ricchezza di ogni istante.

An Open Letter to the United Nations Convention on Certain Conventional Weapons

As companies building the technologies in Artificial Intelligence and Robotics that may be repurposed to develop autonomous weapons, we feel especially responsible in raising this alarm.
We warmly welcome the decision of the UN’s Conference of the Convention on Certain Conventional Weapons (CCW) to establish a Group of Governmental Experts (GGE) on Lethal Autonomous Weapon Systems.

Many of our researchers and engineers are eager to offer technical advice to your
deliberations. We commend the appointment of Ambassador Amandeep Singh Gill of India as chair of the GGE.
We entreat the High Contracting Parties participating in the GGE to work hard at finding means to prevent an arms race in these weapons, to protect civilians from their misuse, and to avoid the destabilizing effects of these technologies.
We regret that the GGE’s first meeting, which was due to start today, has been cancelled due to a small number of states failing to pay their financial contributions to the UN. We urge the High Contracting Parties therefore to double their efforts at the first meeting of the GGE now planned for November.

Lethal autonomous weapons threaten to become the third revolution in warfare. Once developed, they will permit armed conflict to be fought at a scale greater than ever, and at timescales faster than humans can comprehend. These can be weapons of terror, weapons that despots and terrorists use against innocent populations, and weapons hacked to behave in undesirable ways.
We do not have long to act. Once this Pandora’s box is opened, it will be hard to close.
We therefore implore the High Contracting Parties to find a way to protect us all from these dangers.
